Your instruction do not match the O365 web site. I went to the first step and the Site Setting does not have the Manage Site Setting options. Not sure if that is because I am still under a trial or not.

      Brian,

Make sure you are in the root site when you go to activate Publishing Features, some of the options are just available in the root site.

Can you upload your themes for use on the Office 365 SharePoint based Public Website? I can find the same screens you use in this video.

Our themes work with the public facing sites, however due the limitations of this kind of sites, we are not able to provide it as solution. The theme files need to be copied to the site manually with the SharePoint designer.
